Samuel P. S. Williams is a British Conservative politician, businessman, and charity leader with a focus on international trade and development. He is the Conservative candidate for Bristol Central in the 2024 General Election.
Before being selected for Bristol Central, Williams ran as the Conservative candidate for Mayor of the West of England on May 6, 2021. He is a notable business leader and charity advocate, founding Hodos Consultancy Co., a consultancy dedicated to reforming traditional philanthropy and supporting social impact startups.
Raised in rural Gloucestershire and homeschooled until age 11, Williams attended senior school in Cirencester and college in Cheltenham. Following in his grandfather's footsteps, he trained as an ordinand in the Church of England. He holds both undergraduate and postgraduate degrees from the University of Bristol, where he studied theology, restorative capitalism, and sustainable development.
In 2015, Williams founded Hodos Consultancy, collaborating with global firms and community-focused organizations, including Rolls Royce, Orange International, Heineken, Christian Aid, and CAFOD. With extensive experience in social impact investment and sustainable development, he has advised both UK and foreign governments. He played a key role in launching several ESG and climate adaptation and resilience investment funds and served as principal advisor for frontier markets impact investment for Catalytic Capital.
His dedication to international development and sustainable social investment is evident in his work across Africa, where he collaborates with senior business and government leaders to establish trade agreements and improve economic inclusion for disadvantaged communities. His efforts have taken him to Malawi, Zimbabwe, Ethiopia, Nigeria, Sierra Leone, Bangladesh, India, and more.
Samuel's commitment to financial inclusion extends to his political activism, working to improve affordable credit provision and support the expansion of CDFIs and community banking. Passionate about education and being dyslexic himself, he advocates for additional SEND provision in both formal and informal schooling contexts. Samuel is also committed to maximizing the opportunities of the green industrial revolution and supports business innovations that address global climate challenges.
Williams founded BAMCON, the Black, Asian, and Minority Ethnic Conservative Forum, which later merged with the SW BAME Conservative Forum, where he serves as Chairman.
